A five year lease is proposed because, while the site selected can be built on with very little site formation, it is nevertheless in an area where eventual development will require formation of the land to new levels. No right of renewal will be given, but a renewal of the lease will always be considered if the development of the area cannot be undertaken when the term expires. A nominal Crown rent is appropriate si noe,

if an economic rent were charged, the school would qualify for reimbursement by means of a subsidy. It is not normal to specify any building covenant figure in a lease of so short a term, but in fact the plans which have been approved by the Director of Education and Building Authority involve the expenditure of a sum in the region of $200,000.

The restriction on user referred to in condition (6 above will be so designed as to prohibit the use of the building for so-called "evening schools for parents", and will also ensure that the playground is not used for political demonstrations.

The promoters of the school have been permitted to enter on the land and commence building in anticipation of your approval of the grant at their own risk.

I am satisfied that you may properly approve the grant. Executive Council agrees.
